No more sending private messages if you have messages disabled.

It is no longer possible to send private messages if you have messages disabled. It will be required for you to enable private messages before getting the prompt to select a user, or to pm your friends. This stops people from receiving messages and then not being able to respond to you. Thanks to all for bubbling this bug up!
